If a beginning scene is the scene from a car showing the neighborhood etc how would you write that?

As if we are in the car and the view is looking out the window at various things in the neighborhood?

If so:

INT. CAR (TRAVELING) - DAY or NIGHT

A dilapidated house gives way to another and another.  A corner store.  A run down car wash.  A typical inner city neighborhood.

The above only shows what the camera is seeing... nothing else.  Not the interior of the car.  That is all subjective and suggested.

Pale, I think 2 slugs. First an EXT showing the neighborhood, perhaps the car traveling. Then an INT of the car itself. Might want use CONTINUOUS on the INT instead of DAY or NIGHT, which was established in the EXT.

EXT.  MAIN STREET - DAY

Lower middle income neighborhood.  The numerous homes all show peeled paint, missing shutters and other signs of needed repairs.

INT.  BOB SMITH's CAR - CONTINUOUS

BOB (60) slowly drives his sedan along the street.  He eyes the various homes, as if casing them

You could always check out the shooting script for Zodiac. That sounds exactly like what you're describing.
