When you introduce a sequence/montage with

MUSIC UNDER

does it automatically mean that the sequence/montage is silent?

I have never read the phrase "MUSIC UNDER".
You always handle a montage as silent, don't you?

I mean when a montage is entirely covered by music, do I have to precise the scenes are silent? That we don't hear characters speaking or any other noise around.

Montages can have characters speaking. They don’t have to be “silent.” They do need to stay focused on action beats however.
