Given that the one week challenges draw people in, I think they're a good idea. It also is fun for some of us writers who just want the challenge. Not that we can always deliver, but the thought is fun. It forces the creative juices.
I was thinking that since we have been having these discussions about breaking the rules, it might be a good to use that idea for this OWC. Something like a "no holds barred" OWC.

Really, you're not judged on any rules for this, so for all intents and purposes, every OWC is like that. Rules as a theme might be interesting, but rules aside, screenwriting does have a basic style to it that is universally followed, regardless of where the script comes from. Anything you submit should follow that style, however that style happens to fit you.

I was thinking more along the lines of no subject and no genre. A just write what you want challenge, and sometimes that is even more of a challenge than having the subject and genre.
What's the point of a OWC if there's no genre or theme? If you want to write a fifteen page script in a week, then write it. We don't need to do that in an organized way.
