He's a psychopath, so it's open to interpretation.
Politically it's because Palatine is a Liberal sort...he has a lot of black people and women working for him. So Travis blames him for being soft.
Because he's jealous of his ability to be comfortable round women, and he's jealous specifically over Betsy.
