Kevin's draft isn't online because he didn't "actually" write one. He only wrote a treatment; I can't seem to find that, either.

It's a matter of opinion; I actually liked Halloween H2O a lot. It's my understanding that the early Williamson treatments had ways of bringing in Halloween 4-6 into a loose continuity. Also, there was quite a mall bit of carryover from those treatments into the final film.

Still, I can't say for sure, but this appears to be one of those early treats:
