I have 4 characters with their own chapters in the script.

First chapter is a guy called Tyson.

Along his journey he passes by the other 3 characters. One character is DICK BAG, the other is STRANGE MAN and the last is JUNKIE 1.

When it comes time for each chapter I introduce the 3 characters as their real names: GRAYSON (DICK BAG), JULIAN (STRANGE MAN) and ALISTER (JUNKIE).

In one of TYSON'S scenes, he sees STRANGE MAN (JULIAN) do something. (We also see). Do I need to introduce STRANGE MAN as JULIAN and give a description of him in TYSON'S chapter. OR is it okay to leave that till we come to JULIAN'S chapter later on?

Better identify him in the script. We'll recognize him in the film so might as well do it in the script.

Scripts aren't novels, they are like blueprints for your story so you should try to be as clear as possible when writing your story elements. I would identify them right away as it will let the reader know they must be important. If you treat them as background characters the reader might forget who they are entirely by the time the focus is put on them.
