Don't do the betting thing. It's just the devil pulling people over. Just make him hand over the blame to the humans.
Hell, it was a guy that wanted the money, regardless of loss of human life. The devil only gave him a choice. That's the devil's motivation, to make the people hurt themselves.
Let the devil offer him 10.000 bucks, only each second the guy has to think about it, it will be 500 bucks less. At the end he's down to 3000 (or whatever your number may be) and he takes it, desperate for some money. I mean, he can't just let this oppurtunity fly by. Should put more pressure on the guy, time is money.
You wont change the 9-11 concept, and it basically revolves around that, so my advice is dont change it either. I dont really like it, but it's the support pillar for the movie I suppose, take it down and it's kind of void. Keep it.
Some hints from me, just my take on the whole thing.
Um, 9/11 killed about 3,ooo people and in your script its 12 thousand.
I am not sure I get the point of this. It seems almost like you don't really get the point of this. If you're trying to make some sort of statement about the nature of man, substituting the Devil for terrorists is both too simplistic and in my view, a little insulting - which is to say, take out the 9/11 reference at the end.

There is no point to this. You have about six or seven quarter points, but no real point. Johnnny Bauer's a loser? the Devil's the devil? People die because others are greedy, arrogant, mad?
The Devil makes a bet with God that he can get one poor shmuck to say he'd take money for the lives of people he doesn't know. Even the 9/11 terrorists knew the other Qaeda guys on the plan - their sacrifice was greater than Bauer's. Also - what kind of God would even make such a bet?
Sorry - the more times I read this, the more I think about it, the less I think of it. There is nothing here.
