Some thoughts.

This is the 12th session, and she's just getting to the details of the incident?  Wouldn't she do that in the first session?

You give us an ext. shot of an abandoned bldg.  Where Billings is sitting at his desk?  Doesn't work for me.  YOu can skip the desk scene which is probably your intention.

And we get to the incident.  I'm not sure why Billings is on the hook.  The kid had a gun and it discharged.  He's gonna get shot.  Clean and neat.

It's not clear to me why the first incident is so important.  Billings fires when Black freezes.  That detail isn't germane to the shoot.  Leaving it out shouldn't be a big deal, right?

So, I'm not convinced there is a problem for Billings here.  But I do believe that Donovan can't reveal what he tells her in confidence.  

The last scene doesn't work for me.  Billings comes in to clean up Cold Case, but it's an after thought.  It's very static and adds what?  I'm not sure.
