To get the most out of SS I recommend getting involved on the boards.

Spend some time reading other scripts, leave reviews if you feel you can help the writer or just to tell them what you liked or didn't like - Keep it constructive.

Others will recommend for you to review active members scripts - I disagree. read and review any scripts that take your fancy. Doing this I have found 3 things (can) happen.
1 - the more scripts you read, the more you learn.
2 - If new members see that their scripts get read and reviewed here at SS, it may make them see the value in SS and get them to contribute more (Hopeful, I know)
3 - Regular members, the vets of the board, the ones whose reviews and comments are most helpful, will see that you are active and will be more inclined to read your work (even if you haven't read theirs)

That's what I do and I have yet to post a script on SS that hasn't received any reviews or comments.

As Matt says, you can read any scripts you like - not just active members of SS. You should also read Pro scripts, novels, plays, screenwriting books, articles, etcetera.

The recommendation to read active member's scripts is for two main reasons: you're more likely to get a return read than with older scripts and non-active member's scripts, and you could put a lot of work into a read and get no response for your efforts.  It's a good idea in this regard before supplying extensive notes to a feature for example, to query if the writer is around.

Matt makes a good point re inadvertently roping in new members to the boards.

The key is to be active and build relationships with your fellow writers.

We're a friendly bunch and SS is a great place to learn.

Oh, and check at the top of the script thread that the writer does indeed want feedback.
