Does the name of the character remain in capitals in a scene description after it has already been used?
First scene
DEBBIE RODGERS (16), a very attractive blond girl is sitting on the sofa texting on her mobile.
A future scene
Debbie is in the kitchen peeling potatoes when her mum comes in.
DEBBIE
Hi mum, nearly finished here.

No, the name does NOT remain in capitals after we are first introduced to that character. Your example is the correct way.

I've definitely seen scripts that capitalise the name every time, but I've no idea why

I thought it might be good for an actor. They only need to glance at the paragraph to see if they are in the scene :)
