MIB need vacations too, and if they know about aliens, then they know about alien planets where they can vacation. Viola, a perfectly good reason to have parts which take place on another planet. Aliens come from other planets. The movie presupposes a secret culture of humans who know about these other planets, and if people know about other planets, they'll want to go there, so the movie damn well better take us there.
