Don, I have a suggestion and it came about when you mentioned the filmmakers that contact you asking for low budget scripts.

Would it be possible to add when submitting a script a couple of extra questions for the writer? Such as, size of cast, number of locations and budget. Budget meaning "low, medium or large". Low being indie and large being no one but Hollywood could produce this.

They have something similar at both MoviePoet and InkTip.

The problem is that a lot of writers can't estimate their budget or even get a good grip on location.  However, cast is an excellent suggestion.  Also some keyword phrases or tags would be good.  I know when Babz asks for scripts she always mentions a few key words which is what she'd be searching for if looking for a script - such as "strong female lead", "the next Hangover".  Maybe that could even be in the form of a searchable pitch - which isn't a logline or synopsis exactly.

I think we're getting into "the grammar of screenwriting" here. When I play piano or guitar, the music passes through "a territory" and truthfully, I can't name it. What I mean is that: I have certain synaptic brain work (responses and active commands (not responses) going on, but I can't explain how it's going to be executed on our level. For this:

Thrice allowed that step back-- at the end. Many didn't get it, but with some tweaking, they will.
