An idea hit me today for a Action film about a group of terriosts that have built a war head to be planted deep in the Ocean that once exploded would take out the United States. Now a group of CIA Agents are assigned to take down the terriost group and stop the bomb from detanting.

Had this idea where the CIA has a secret weapon that has been geneticlly made in a top secret lab of a young man who is an expert in kung fu, super strength, and a high health rate. Of course this would take place many years from now. This weapon would be used to help take out these terriosts, but the CIA dont know that the terriosts ahve a wepaon of their own in case trouble happens, their very own experiment of a young woman with same ablitles.

Climax would take place in the ocean in an under water Reg while on a large goverment ship above the surface, rest of film around Las Angeles.

I'm thinking about doing this if i can get some input what people think about it

Sounds sorta the same as a lot of other ideas.  The whole Male Super guy vs the Female super chick is really common now.  This would not make me read your script.
However!  If you mix it up and make the female the winner in the fight and the normal CIA agents the heroes, I would like it.  Show that the everyman can win out.
