Just following Don's example in the past i.e., if a person doesn't want feedback the 'no comments' explicitly means just that. Hey, I'll stand corrected if Don wants to amend this but I've received PMs previously from irate writers complaining, and requests to delete comments.
Jason posts a lot of scripts on SS - all for Production purposes only. They're usually, from what I've read of a pretty high calibre too. But, it's his choice on submitting, his choice if he wants to partake in the forum etc.
If it makes you feel any better I keep a copy of whatever I delete, just in case the writer changes their mind, or if there's any point of contention, or if the reviewer wants a copy, say to send a PM to the writer etc. I don't think Jason has a username on the discussion boards but likely an email so you could always contact him.
I read this script myself cause I was curious to read an anthology of horror micro-shorts. It's pretty darned good.
I would have posted a review on this too. Pity Jason doesn't get involved.

P.S. Maybe the 'required' element should be omitted and it be listed just as No Comments or No Comments please. Thinking about it, it could be misconstrued as optional.
I too read through this. Agree that it's pretty good and that the author should get involved on the boards. Maybe I will reach out to him.
I think it's the "No Comments Required" that irks me, as you pointed out. It should say no comments allowed. Or better yet, why not just lock these particular threads? I don't know why this bugs me so much, but it always has. Why share a script on a forum if you're not interested in feedback?
