so if im going to write a script, what should be my 1st step.

step 1. have an idea of what my movie is about.
step 2. write an outline of my movie with out dialogue.
step 3. workout who my characters are.
step 4. write script.
step 5. rewrite script.

It all depends on what you are comfortable with and what you feel works best for you. Here are two suggestions:

What I do:

1. Let my idea ferment in my head.
2. Write a beatsheet.
3. Write an outline.
4. Re-write beatsheet.
5. Start script.

It's in my beatsheet that I'll discover what characters do what. In the outline, I'll flesh them out even more.

Another suggestion:

1. Think up idea.
2. Write a character bio for main characters.
3. Write beatsheet.
4. Write outline.
5. Re-write beatsheet.
6. Write treatment.
7. Re-write beatsheet.
8. Write script.
9. Take a break.
10. Re-write script.
11. See 10.

I don't think anybody really has the same formula for writing a script.

For me I like to think about the idea for awhile and write a few things down. If it is still interesting to me, I will start a treatment and five page or so later if I'm still going that means it is working for me.

After that I think about characters and the roles they will play if any.

Then finally start the first draft and from there once it's finished is just a long tedious process that makes you wonder why you wrote a script to begin with.

Usually for me fast forward a year and the second draft begins.

A beatsheet is a very simple breakdown of all the important beats you want in the movie. It's from there you can elaborate and go into more detail for your outline. The beatsheet should contain your inciting incident, 1st act turning point, 2nd act midpoint, 2nd act turning point, climax/resolution, denouement. Plus any addition big story beats that are important. It's a good way to prepare the structure for your outline.
